Minato Building? Minato is a ward of Tokyo, so there's many buildings inside it. Some famous landmarks here include the Tokyo Tower and the Rainbow Bridge.

Interestingly you can see the Rainbow Bridge off in the distance during the racing sequences. Apparently the bridge opened in 1993, a year prior to this games release, so it's effectively brand new at this stage!

Anyway, it seems like a nice area. I'm sure a security guard job would be pretty cruisy, right?

Hrm. I don’t like the way that guy is smiling at us…
