After a bunch of tries, I started to figure it out.
The comparisons you guys made earlier are correct - it’s just like Pacman on crack, and it is evil.
It took me awhile, but rather than hitting the input AT the turn, you should to hold down the button in the direction of the corner you want to take well before it. Once I figured that out, I managed to make the car turn.
There's a button to make the car accelerate fast, but there's an acceleration / deceleration curve - you have to be careful to slow down to avoid sudden obstacles such as road works.
The other drivers are basically Pinky, Blinky and Clyde from Pacman - I think one randomly chases you, and others just drive around erratically.
You need to watch the radar on the top right to avoid them, and make your way to the destination.
Finally, I made a delivery.

A successful delivery will give you $300. If you don't beat the timer, true to her word, you only get half. If you crash, you don't get anything at all.
