I'm about 95% sure that's down on the waterfront near Yamashita Park in Yokohama, or somewhere similar. And if it is, well, there's an analogue for that park in Like a Dragon...

Looking at it on Google maps, I can see that it's near the infamous Daikoku Parking Area, which is a truck stop / parking area between Yokohama that apparently was infamous for street racers to meet up before battling it out on the Shutoko Expressways.
When I was last in Japan, I visited that Parking Area and took a lot of great photos, as nowadays it's a hang-out spot for car enthusiasts. Inevitably, like clockwork every night it gets shut down by the police at around 8pm.
Our guide then took us on a drive to all the secondary locations the cars go to once it was broken up. That was an amazing experience for a Japanese car nerd.
